Crosstie Requirement for Special Structural Walls

When are these crossties required in a special structural precast wall?

We do not need special boundary elements; but we do need ties per ACI318-19 18.10.6.5. And so have created a 'non-special' boundary element.

The question is specific to the area outside of the boundary elements. Is there somewhere in the code that defines the need for them outside of the boundary element?

Apparently the code is silent for the spacing of crossties outside of the boundary element .
Some points for the requirement and spacings of crossties
- The vertical reinf.should be restrained with crossties against buckling. In my zone, if the reinf. is wire mesh, the spacing of crossties max. 500 mm vertical and horizontal. If the longitudinal bar dia greater than 12 mm , spacing would be 20*D.

- NIST GCR 11-917-11REV-1 Seismic Design of Cast-in-Place Concrete Special Structural Walls .Suggests spacing max. 18 in. Copy and paste of the item ,
(...Verticals outside the boundary element provide required rl with spacing s ≤ 18 inches.)
