I'm installing a room in Canada that requires dimmable DC lighting. How can I get official, documented advice that if I use a CSA approved lamp and a CSA approved variable DC power supply, I do not need to have the 'system' approved? Thank you.

In Canada you must take out an electrical work permit from the local AHJ. The electrical inspector will inspect your installation for compliance with the Canadian Electrical Code.
Note that the CSA approval includes method of use. Approval notwithstanding, you usually cannot use a lamp approved for portable service in a permanent installation. You cannot use a power supply approved for bench use in a permanent installation.
The type of wiring used and the method of installation is subject to the CEC and subject to inspection.
When your completed installation has passed inspection and the inspector has signed off on the permit, that will be your document of compliance and will be acceptable to your insurance company.
To do otherwise will risk voiding your insurance.
If you are proposing to assemble systems for resale, there is no short cut. Using approved components is just one part of system approval for some of the reasons noted above.
