Is there software available to calculate CT based on pH, temperature, etc.?

I should have been clearer about the question, CT (concentration/time) for disinfection. Under EPA SWTR there needs to be calculations done regarding contact time and log removal. Is there software that does those calculations using the inputs of pH, temp, etc.?
 
The raw data is in the "guidence manual for compliance with the filtration and disinfection requirements for public water systems using surface water sources". A publication of the AWWA. The tables are in 5°C steps, log steps on Chlorine concentration and 0.5 pH unit steps. Single and double Linear interpolation is allowed.

For my reports to the state I have copied the raw data into Excel and use interpolation equations on temperature and pH. I use this spreadsheet for the small water system I operate.

No, I will not publish the spreadsheet as putting on the web may violate the AWWA copyright on the data.
