Customization in Teamcenter Visualization

To customize in NX using NXOpen we need Visual Studio.
Similarly what is the development environment we need to use for Teamcenter Visualization (9.1) customization?
Do we get libraries installed with the standard installation?
N.B. I am not talking about Teamcenter 2005 or 2007, which we use ITK to customize.

Can someone in the forum help me?
