Cutout Holes In Concrete Wall - Steel Cover Issues

Hello-

We are remodeling the headworks at a wastewater treatment plant. We are going to cut some 3ft x 1ft overflow holes in existing concrete walls that are 12" thick.

I am concerned about the exposed rebar ends after the cut. I am wondering if I need to make a cut ~2 inches larger than my desired final size. Then the contractor can fill in with grout to protect the ends of the rebar.

Or, maybe they just need to chip out deeper around exposed rebar and then trim it back with a grinder? Then they can fill in with grout/epoxy?

I've tried looking for concrete repair tips, but I haven't come across anything that seems to address this.

Any ideas or input?

I don't know if they are still in business but NEOGARD use to make some pretty good coatings for such a situation. The bigger concern (to me) would be the re=bars running longitudinally along the length of the cut. (That didn't have adequate cover anymore because of the cut.)

Normally, I don't worry that much about the exposed ends (because corrosion in such a situation is pretty slow).....but this being a waste water treatment plant, I'd be as cautious about them as anything else.
