Cutting Lifting Lug from Steam Surface condenser 1

Cutting 4 lifting lug during installation due to interference with structural beam.
1. Does it affect the integrity of vessel?
2.How much protrusion should be kept after cutting?
3.Which method of cutting(oxy cutting allowed?) permitted? What precaution to be taken.

Generally lifting lugs are welded on to doubler plates / reinforcing pads so no issue with the integrity of the vessel.
If welded directly to vessel oxy cutting is fine as long as you cut (3 - 6 mm / 1/8" to 1/4") above surface and then grind down from there.
Somebody needs to monitor as workers will always try to cut as close to the surface as they can to reduce grinding.
Cut too close and they may gouge into the vessel and then you have major issues.
 
DD is on the money here.
I have seen many of these partially removed, just enough to get clearance.
I would not try to grind flush, leave the original weld unless it is on a doubler.
