I have been asked to perform a soils investigation for a proposed 20 acre-feet retention basin. Max Bank height is 15 feet. I also need to provide recommendations for the materials and specs for the placement of materials. Any tips?? Any recommended books on this topic?

Get the book US Army Corps of Engineers "Small Dams". While the dam is not that high, I would hope that you have someone in your organization who can assist you in the development of the investigative program; then later the analyses and specification writing.

A minor correction to BigH's recommendation. "Design of Small Dams" is a product of the US Department of the Interior, Bureau of Reclamation - here is a link that leads to the free .pdf download version of this book (first document on the list, 904 pages, 63 MB). Also you may want to follow the other links on this page, there are other free downloads of value

A good source for the soils investigation is Natural Resources Conservation Service, National Engineering Handbook Section 8, "Engineering Geology". Technical Release #60, "Earth Dams and Reservoirs" is a good reference for the hydraulic design. And, National Engineering Handbook Part 642, "Specifications For Construction Contracting" is a good place to get specifications for the items of work for the dam construction.
