Dead mans handle valve with delay?

I've taken ownership of a new project area for design.

On the PID's a note exists to state that a spring loaded valve / dead mans handle to be provided that will "close after several minutes delay"

I dont believe such a valve exists? unless phenumatic.

Ask supplier of PID for explanation. What is the technical description for the valve and fluid in the valve, and what is wished to be obtained?

Is it all about prolonged total closing time or about delayed action and fast closing?

The first may be obtained by a mechanical solution (spring or fallweight) combined with hydraulic or pneumatic throtteling. This is commercially available, combining standard equipment.

Second is reached by combining the first with some sort of mechanical release timer. Dont know if this exists or have been doone.
