Dear Friend

I have to fabricate a tubesheet (3000 mm dia x 70 mm thk) from SA240GR.316 Plate material.

Any one can help me to understand

1)the permissible minimum plate width ( as per code)?

2) as well code permissible welded Tube-sheet from plate?

3) NDT & Testing requirement as per code?

That's a pretty ambitious first tubesheet.

We here can't tell you which code to follow.
Your customer or the third party having jurisdiction should do that.

The designer knows the code and if a welded tubesheet would be acceptable, and the NDT required (usually very extensive).
Typically TS this size are from custom rolled plate.

If you are in the US make sure that you know the requirements of the National Board which will include that you should follow code VIII on unfired pressure, code IX on welding and brazing, code II on materials and code V on nondestructive examination.
