Deburring 17-7 Stainless Steel

I have a Compression spring made of .375" 17-7 stainless steel, and it has to have a 45 degree X 3/32" deep chamfer on the inside diameter. What would be the most suitable deburring tool to use and out of what material? Is it better to have more flutes of less?
