Definition of High-rise building in Washington, D.C.

Does anyone know the exact definition of a high-rise building in Washington, D.C.? How many floors, etc.?

Depending on the location the Washington architectural committee/authority(?) has a lot do say and can be dictatorial in many inner city sites or where it is visable.
 
I think the height of buildings in Washington, D.C. is limited to the elevation of the rotunda of the Capital.

DC zoning code does not contain the term "high rise". Building heights vary depending on zoning district. On a quick review of a number of zoning districts, the highest I found, was 130 feet in a C-5 district, with exceptions to extend to 160 feet provided certain conditions are met.
