I'm assigned to size,design and create scope of work for a firewater pump package for a 3 storeys camp site and some other buildings. Also I need to size the required storage tank. Can anyone help me where can I start or what codes, standards or guidlines I can follow?

NFPA 13, 20, 22 and 24 are good starting points for what you are looking for. Your question has about 10,000 variables that will have to be taken into account for in determining your answer.
