Design Damping Coefficient

I am currently working on desinging a 23 story steel braced frame building used for office and residential. I need to know if there is any criteria used for choosing a damping coefficient for lateral wind loading. I know that it can depend on the non-structural items, but is there other ways in deciding on a value?
