Design of Stormline in high water table

Not a flat lander typically, but i have a coastal job with seasonal high water table. the site is farmland with a couple "sumps" where water infiltrates. Large storms accumulate and discharge to a right of way ditch. the design will create two interconnected ponds and the lower pond will discharge into a right of way ditch with no tailwater condition. the uphill pond is proposed in one of those sumps that has a water table about 1' below the surface and the lower pond has water at a depth of about 4'. i suspect if we install the stormline from bottom to top we'll essentially dewater the site eliminating the perched water and sending it to the dead pools of the two ponds or into the ditch.

is there any advice or reading out there about special bedding requirements or construction spec's unique to working in this scenario?
