Deteriorated block walls

Ugh! This one is ugly. Some condominiums I looked at last week had masonry parapet walls. I was told these blocks were "cinder" blocks and not concrete. It appears moisture has reeked havoc on these walls. Huge sections have spalled, and the area around these sections was crumbly.

There are 33 units. All have the same thing occurring. Any suggestions on repair? They unfortunately, appear load bearing.

furr out the walls with 2x4's @ 12" from roof to foundation perhaps? The wall will help support the load and also stopping the walls from spalling out? But where is the moisture from? Got to stop that first before you do anything to fix it.
 
Could these be lightweight block? Are they filled and painted or bare?
