Develop WPS based on the supporting PQR with CVN

Hi all,
I have PQR according to ASME IX and ASME B31.3 welded by GTAW A106 Gr.B with CVN test temp. as below:
- Weld Metal CVN test at -40 deg C: Passed.
- Fusion Line CVN test at -40 deg C: Passed.
- Fusion Line +2 CVN test at -20 deg C: Passed.
So can I develop a WPS with CVN test temp. at -20 deg C based on this PQR test results?

What is MDMT of this job to which you want to apply this PQR? As -40 °C is coldest temperature and it also qualifies warmer temperature so you can write the WPS at impact testing temperature -20 °C.

I have question, why third option Fusion line + 2 CVN test tested at -20 °C? If it tested -40 °C, then this PQR qualfies for -40 °C temperature which avoid money and energy for retest if MDMT would be colder than -20 °C in future.

Any how, by writing WPS, make sure ASME B31.3, ASME Sec IX and client requirements fullfill or not?

Thanks for your response.
About MDMT of this job: we just prepare and develope the PQR/WPS for company first, and then we can show to client for projects in near future. So we do not know the MDMT for a specific job.
"I have question, why third option Fusion line + 2 CVN test tested at -20 °C? " => actually, we test the FL+2 at -40 deg. C already, but the absorbed energies are so low, just 3.5J, 11J, 35J. So we got nervous if client do not approve our PQR. So we retest at -20 deg.C.
