Development lenght in intermediate moment frames

In intermediate moment frames should i use for bars development the eqt of 21.7.5 or the eqt of 12.2.3
What i m sure of is that 21.7.5 eqt is used for special moment frame but should we use it for intermediate too ?

I vote no based on my read of ACI318-11 21.1.1.7.

Its based on Aci 318M-11 ,if its no what the eqt that i have to use wich one
