Deviation from SA-213

A client has sent us an specification for tube manufacturing which indicate that the material shall be manufactured under ASME II SA-213 and and the additional requirements specified herein.
The SA-213 indicates for flaring test a minimum expansion of 30%, however, for this test, the client specification request 20%.
We asked the client if it was an error, and he answered no, and also request that our procedure should indicate 20%. (I know, it doesn't make any sense ..)
My question is, can a client request a deviation from ASME II and still request that the certificate include that the material was manufactured under that standard?

Did you go to the table in SA1016 and calculate the OD/ID ratio and then select for the correct material group?
And this uses the actual ID size, not nominal.
They range from 15% to 68%, and it is expansion of the ID that is measured.

Yes, actual dimensions of these tube requires an expansion of 30% of the ID.
My query is, can the client request a deviation from the standard and at the same time request that the material certificate state that it was manufactured under SA-213?

No, in ASTM and ASME if you do not meet all of the minimum requirements you cannot certify.
The only specs that I know of that have an exception mechanism is AMS.
Make a copy of the table and highlight your size and material and send it back, hold your ground.
I don't know why a client would want a less strict test. My guess is that for some job the value was 19% and they picked 20% min not realizing that it would likely be different for each job.
