Dielectric Corrosion - Carbon and Stainless Steel

The topic of dielectric action between carbon steel and stainless is discussed almost daily in my field which is fuel system construction. The prescription of electrical isolation flange kits is not uniform throughout the industry and it seems that everyone has a different opinion.

Is there any sort of code that regulates the installation of say SS bolts on a carbon steel flange or any other other small SS mechanical equipment into a CS system. My general understanding is if a large amount of SS is to be connected to a CS system, then isolation is required.

Any help into this matter would be appreciated. I would like to standardize our practices here.
