diesel fuel leak detection systems

need to l0cate a system for installation at road-crossing pits for a diesel fuel circulation line that will detect diesel fuel leakage. am looking for something with minimal power requirements (battery/solar) that can differentiate between water and diesel, and will include a audible/visual alarm. i remember seeing some vendor literature for such system, but cannot remember the company name. any help with this would be greatly appreciated. thanks.

Look into gas detectors. They can be run on rechargeable batteries. They sniff for the benzene. You could wire this to an alarm or phone to call for spill response.
 
Are you willing to detect an irisation or a real leak (let's say 5mm of diesel above water).
This is an important point to check, cause the equipments are not the same.
 
Try Permalert. They make leak detection equipment, and have one type of leak detection cable that detects hydrocarbons only while ignoring water.
