difference between 31.1 and 31.3

It is not reasonable for people in your position (what ever it it) to have the latest (or project applicable) copy of both of these ASME Codes. However it is reasonable and surly mandatory that your Company have a copy of each if they were designated by the Client as "the Codes" for the Project.
If they do not have a copies in the Company Library already they should have purchased them and charged it to the Client as a project cost.

ASME B31.1 = $275.00 each
ASME B31.3 = &445.00 each
or
ASME B31.1 & B31.3 Set = $648.00


Sometimes its possible to do all the right things and still get bad results
 
There are many differences, including acceptance criteria for RT, MT and PT. Hydrostatic test and pneumatic tests have different criteria.
You need to read and understand both Codes.
B31.3 addresses impact toughness requirements for materials and welding procedures while B31.1 does not.

The primary purpose of B31.1 is to provide safety in design of pipe systems carrying water and steam.
B31.3 deals with all manner of fluids in addition to water and steam - toxic, flammable, highly corrosive chemicals, etc.
 
In addition, Piping designed according to B31.3 has less lifetime than
B31.1 due to lower F.S., and the reliability of piping under B31.1 should be higher than
B31.3.
