Difference between reinforcement ring and weaking

I use ad 2000 code. I am a litle confused when is one connection on shell reinforcement ring and when you calculate like a weaking?

Read again AD 2000 Merkblatt B9 “Opening in cylindrical, conical and spherical shells” and try to understand. You have to make minimal effort

See in ASME VIII Div 1 the term “weaker” in UG-41, UG-101 …………etc.
