Difference between Shunt placements

It depends what the shunt is being used for.

If a current proportional signal is used and connected to an amplifier, it is always nicer to work close to ground than having everything referred to the hot potential.

If you use the shunt to feed an instrument at some distance, it is a lot less critical with the fusing if the shunt is a ground level.
