is it possible to use for design of a building a load combination code different from seismic load code?example ASCE for load combinations an Eurocode 1998 for seismic load determination.

Yes it is possible.
Just define EU1998 for eq load calculation in any kind of commercial software.
Then calculate load combination from ASCE.

The building should be designed with the load combinations from the local, applicable, legally adopted code. If there is such a code it is incorrect to just pick and choose combinations from other random codes.

I agree with JAE, mixing codes can be very tricky. There can be different load factors and safety principles involved. It is not only a question of making a selection in a software.

Also, the Eurocode does, as far as I know, not define a seismic load. Those defining parameters has to come from a national annex. And if you are in an area where Eurocode is applicable then you probably have to use if for the design.
