Differences Between the 2006 and 2009 Energy Code

I understand that the 2009 IBC & IRC have been adopted and are being adopted by more jurisdictions.

I am interested in the differences between the 2006 and 2009 energy codes with regard to R-value requirements, particularly with regard to residential construction.

Can anyone recommend a good quick reference summary or references?

There is a publication available on the ICC site entitled:
"2009 IECC Update Handout" It costs $11.95
Should I purchase this? (unfortunately it does not seem possible to download)

I recommend you refer to both codes and compare them.

I believe the IBC codes have a dark line shown at the margins to show what section changed from the last version.

But it sounds like you dont have either version?
