Yes it is common.

And depending on the type of building the common datum might be the exterior flange for consistent girt/cladding detailing. (Often in single story portal frame industrial structures.) Or consistent column centres for better beam positioning, multi-story industrial structures.

Have you seen a case where girt extends to larger column as normal, and there is a large cleat on the smaller columns, the cleat may be up to 400mm longer than the case where all columns are equal (see attached).

Yep. Sometimes you can end up with some pretty long cleats. Steel angle cleats rather than plate cleats typically can do the job just fine. I typically use 65x5 and I believe that might be the recommended material for longer cleats by the girt manufacturer. If it is 400mm long the you might want to check your figures on the angle size before committing.
