Dimensioning/tolerancing question 1

I am trying to interpret a drawing done in French. My question is regarding the following:

= 70 =​
<------------------------------>​

I've never seen a dimension presented like this and could use some help. What do the equals signs signify?

This type of dimension is given both between screw hole centers, and also from edge to edge of the part.
General tolerances Js13.

Oh meant to say it might be meant to imply symmetry but I'm not sure.

Hi

The equal signs mean equally spaced about some feature or centerline
 
In Italy we used this system to say : same size on left and on right
 
? how is symmetry not the same thing as equally spaced about some feature? Oh well.

Does the drawing reference any ISO or ANSI GDT standard down in the title block?
