I'm using WF 4 and for some reason it will not let me change the tolerance mode in the drawing, and thus I cannot include a bilateral dimension. I have no problem doing this in WF 3, so I am confused. Is there something I have to do to take care of this?

Even though it's been a while since you've posted your question, here is something you should try:
from the main toolbar click
File --> Properties --> Drawing Options
in the option windoe type: tol_display
change value to "yes" --> Add/Change --> OK
Now you should see tolerancing on all of your dimensions and the option to change tolerancing scheme should be available.
 
Shushaim is right, after you set what he said, when you go back to the dimension you can now set the type of tolerance you want under tolerance mode.
