distance depends on scale (drawing)

In Catia V5R18 drafting:

the distance between dimension line and part line depends on scale (View scale) in line-up icon (Posisioning toolbar.

How can I change the dependency?

I want to line up with 12 mm distance, but catia do it with view scale.

for example if scale is 1:2, the distance after print will be 6 mm. so I must line up with 24 mm to have 12 mm after printing.But In Catia V5R14, I don't have this problem.
How can I solve it?

Is the behevaior same if you set the scale on the sheet instead?

Yes,I changed the scale of sheet (my scale in sheet and views are the same and they are 1/2)
