Definetly a bit odd alright. Not many even have 175, never mind 165.
It's as though someone has mis thought 6", which is actually 6.5" OD (165mm) pipe size.
I can't find anything which supports this, but type 12 is a slip on flange so maybe they stamped it that way to say it fits a 165mm OD pipe?
Are there any other numbers around the flange?
