Dear All,
The 80MPa of difference that this paragraph asks between base material and weld material, are to be considered after mechanical test or data Nominal tensile?

Since the title of the parargraph is "All-weld tensile testing" it is most likely to refer to the result of an all weld tensile test.

So is correct to consider that after tensile test the difference between weld material and the base material must be as minimum of 80MPa.
 
Correct it is after the awmt and possibly after base metal tensile tests as well. The pulling of base metal tensiles may provide a better comparison then to the Mtrs.
