Do street murals violate MUTCD?

I was just wondering do murals like this violate MUTCD since the pavement markings are obscured? I wouldn't be surprised to see a TV ad by an ambulance chasing lawyer saying "...if you were injured because the traffic markings were painted over, you could receive a huge cash settlement..." No political motivations on my part. As the Good Book says "money is the root of all evil..."

If the pavement markings are obscured, then everyone should be driving as if it were a standard residential street, at no more than 25 mph. People seem to need to be continually reminded of that.

About 30 years ago, my employer was a defendant in a lawsuit involving a traffic death due to lack of signage and striping; I don't recall all of the details. Anyway, we did a bridge rehab project in NYC, one of the design elements was to remove two areas of the median barrier to allow for a rush bus lane on the opposing roadway. The City would install a moveable barrier. Lo & behold before the bus lane was opened someone went in and was killed in a head-on collision. The lawyer for the deceased person's family argued - successfully - there weren't any signs or markings saying not to drive in the opposing lane.
 
Lawsuits are one-on-one situations, greatly tempered by the quality or ineptitude of the lawyers involved. I was involved in a criminal case where the defendant was clearly guilty, based on common sense assessment of the injuries involved. Nevertheless, we hung 11:1, because one juror insisted that they needed to have had the prosecution demonstrate that evidence couldn't have been caused by something else.

Likewise, it's customary, in the US, that we drive on the right; someone driving in the wrong lane should have been a no-brainer to deal with.
