Does anyone know what these relay/devices are?

Its been confirmed this is a reclose relay:

But regarding the tie breaker I'm stumped. I'm guessing all 3 are 51 relays, however the one on the lower rights looks different. Voltage restraint relay maybe?

What's the grounding? With an impedance grounded system it could be two phases and a different type of relay doing ground from a core balance CT.
 
4,800 ungrounded delta secondary.
 
That type of system often only had relays on A and C, since any high current fault had to involve two phases. Then there'd be a sensitive ground relay. For ungrounded, rather than impedance grounded, you can only detect ground faults via voltage shifts and that can't determine where the fault is. So in this case maybe not a ground relay.

Have you ever dealt with a GE unit substation by chance?

 
Its alright. I'm guessing the lower right is being used as a ground relay.
