Does the backing plate exist (to reinforce the flange column) for a Beam-To-Column moment connection in AISC literature?

I've not seen this in the normal AISC literature (that I remember). However, I know I've seen this before. Maybe in some of the Virginia Tech papers on bolted end plates?

Regardless, it is a conceptually easy (and probably inexpensive) way to control flange local bending in an end plate moment connection like this where the column flange would otherwise have to be reinforced.
 
I take it back, it was in the newer AISC design guide 39 on Bolted End Plate Moment connections (Figure 2-3).

Section 2.4.7 is titled of the deign guide is titled "Column Flange Washer Plates" and references a 1985 paper by Curtis, a 1986 paper by Moore and Sims, a 2009 paper by Wang and Chen... and a couple more papers.
 
Thanks a lot. I guess this washer can't be part of a prequalified connection for example.?
 
Prequalified connections are for "high" seismic and I'm going to say no. Most likely not a prequalified connection.

These are more for hanging stuff off the side of a building. That's where I've seen them, at least. And I only saw them once but I don't specialize in connection design.
