Double Walled Fuel Oil Pipeline

I was asked a unique question. client has preference for double wall (containment) pipe (PERMA-PIPE) for direct bury (Diesel fuel) pipeline across their property from a loading area to a tank. the pipeline is over a one mile long and includes an HDD crossing of a creek. The question i was asked is can PERMA-PIPE or other similar double wall (containment) pipe be used for an HDD crossing? I haven't come across this. If it hasn't, a potential solution would be to HDD a large casing pipe and then insert the PERMA-PIPE with casing spaces/skids after the casing is installed via HDD. are these concepts out of the ordinary or has anyone come across this? This might be in the wrong forum so let me know what others seems applicable. Also don't know if ASME B31.4 should be the governing standard/code. Thanks

What type exactly of double wall pipe?

Is this full double containment

WHY?

Yes this is unusual and designing and constricting true double containment pipe is really quite hard.

Design code is usually b31.3 and the only code I've found which really addresses this is nfpa 59A.

A key problem is how do you test the outer pipe assuming that you make this pipe by welding joints of prepared pipes.

Differential expansion and movement of the two pipes is problematic.

HDD is possible but the pipe doesn't like being elasticated bent so the devil is in the detail.

I'm interested to know what this is and why the client wants to spend about 5 times the cost of a singke pipe for diesel.

Use of B31.4 Pipelines is generally only when crossing public lands. If it is all private land and there are no public road crossings, etc. Use B31.3

Enbridge Pipelines have done some double wall installation in tunnels, but very expensive work. It was not HDD. That could get tricky. How long and deep would the HDD be?
