Downs cell vs membrane for caustic production

Dear all i would like to know the production cost of caustic soda and HCl using either Downs cell or membrane cell.

currently i am searching about this topic and what i found is to produce caustic soda and the other there are three types of technology mercury, asbestos and membrane but i dont see downs cell. they use downs cell for production of sodium metal.

my question is. what will happen if we use molten salt electrolysis we get sodium and chlorine. we react the sodium with predetermined quantity of water to high concentrated caustic soda plus hydrogen. the we react hydrogen with chlorine to HCl

melting salt takes some amount of energy but in membrane technology the soda produced is so dilute it need boiling (energy)

so please help me where i am wrong
