If your drawing is currently using the "monochrome display" option, go to preferences -> visualization -> color -> drawing layouts. In this dialog, you can change the foreground and background color.

If your drawing is NOT using "monochrome display", go to preferences -> background, choose a new color and OK the dialog.

Right-click the "drawing" in the part navigator when you are in Drafting to toggle "Monochrome display".
