Drawing layer stuck on another viewport?

Hi,

I have created a drawing with multiple layers. For some reason, the last layer I have drawn seems to be under another viewport. I know this because when I select an original layer I get the message "Activate Viewport". So when I return to edit the original layers, the newest layer scale remains the same as I zoom in and out of the drawing, whilst the other layers scale changes appropriately with the zoom.

I only have this problem with one of the 13 layers.

If anyone has any advice it would be greatly appreciated.

If anyone else encounters this problem.. I realised I was drawing on top of the viewport for the model. After entering the viewport by double clicking the model - I was then able to draw in line with the model rather than on top of it!
