Drawoff sump can cut Lap-Welded Bottom Joint?

Hi, I have a doubt about drawoff sump.

In a gasoline storage tank, the bottom is being changed (rectangular shaped plates) and the axis of the new drawoff sump coincides with a joint. Is possible cut the joint and place the drawoof sump? (see the image). I read API 650 and API 653 but not find nothing. Thank you very much.

Yes it can. While the codes are silent on this specific issue, you can use normal bottom weld spacing criteria. Your sketch looks good.
 
If you think of it ahead of time, it's preferable to avoid the situation, but not prohibited.
If you have a cone-down bottom with sump at the center, you'll almost certainly have this situation.
