Dear All,

I would like to enquire on whether I need to maintain a maximum momentum of 5000 Pa for a dry gas inlet nozzle from a vent header and which is not expected to see any two phase fluid nor does it have an inlet device i.e. fire case vapor relief PSV scenario.

I would say no, in a vent you would usually want to maintain a high velocity. However, be aware of your total back pressure.
 
Check your design standards, there may be a relaxation to the upper limit for rho-v2 for single phase only vent / relief streams.
