E20-II software in windows

Hi all,

I'm running Windows 2000, and I'm trying to install the Carrier E20-II Block Load program, and it's giving me an error message that sates "Error: Unable to run program". Has anyone else seen this problem? I've tried adjusting the program's PIF information but to no avail.
