Hi,

This is a little out of My area, but I have the question what are the difference between an earth continuity relay vs an earth leakage relay? At the end both of them look for an earth fault ? And in what application one is better than the other ?

Just based on the names, the ECR is verifying that the earth path (ground wire) remains intact while the ELR is looking for unintended connections between ground and ungrounded conductors.
 
An earth continuity relay proves that there is a connection to the object to be grounded.
One example is the use of two ground cables to ground an aircraft while refueling.
Both cables are clamped to the airframe and an intrinsically safe circuit checks that there is continuity through the airframe.
An earth leakage relay will monitor leakage current and hopefully trip at a predetermined level of leakage.
