Effect of Ice Rink Slab Surface Imperfections

I am working on ice rink slab project where the finished slab has been complete for 3 months. Upon final review of the finished slab surface, holes were noted in the surface. Originally this seemed to be from bubbles or aggregate popout. The client continues to find holes even after the Contractor has returned (twice) to patch other holes. The client is concerned that imperfections such as these small holes will become worse after adding water to the slab to make ice. I am wondering if anyone has experience with the effect of ice rink slab imperfections like these on the overall durability of the slab. Since the holes are localized it seems if damage were to occur from ice on the surface it would also be localized and superficial. Regardless, the client is worried about making these small imperfections worse after flooding the slab. As such, the client has not yet created ice and are not using their ice rink. At this time I am doing as much research as possible before advising the client that they are fine to make ice. Any experiences/help here would be greatly appreciated.
 
No personal experience, but I found a couple of interesting things:

This has some requirements on the surface quality, so may be relevant

These guys have a surface treatment that might solve the hole problem



Seems like there's supposed to be some sort of surface finishing steps that should have prevent the holes.


I think holes are going to be an issue.
