Effective Length Limits for Columns

Within the load tables for factored axial compression of columns, the tables seem to randomly stop at a certain effective length. Sometimes with smaller (weaker) columns having values at a larger effective length than the stronger column. I am wondering if there is a clause within S16 that has maximum effective lengths based on column properties or if this is done randomly without any particular reasoning behind it.

A good example is for Class C HSS section HSS127x127x9.5 has a max compressive value of 188KN at 9.2m while a HSS127x127x8.0 has a max compressive strength of 153KN at 9.6m. Appreciate any insight.

Slenderness max ratio met. Notice for the HSS127x127x9.5 the r=47.3 therefore max length is 9460mm. For the HSS127x127x7.9 r=48 therefore max length is 9600mm. They can't have a table for each small increment. So here we are.
