I am not well known to this work. I donot find this elbow size in ASME 16.9.

Is that the pipe size or where it welds onto the straight pipe or flange?
Where are those measurements taken?

Looks like a 20" as the elbow tself could be a different size.

I have the following questions:

1) Are you new to this job and just found out all previous plans, records and PIPING SYSTEM SPECIFICATIONS have been discarded ? ... What is the piping Code of Record for the installation ? ... Oh, thats right .... no records ... Sorry

2) Why must just an elbow be replaced ?... Is this an erosive service ?

3) Why won't you tell us if ir is a LR or SR or another kind of elbow ? (This is easy to measure, but you are new to this job) ... Approximately how old is the system

4) What material is the existing piping system constructed from ?... Carbon Steel ?... Was carbon steel a good choice for this service ?.... or have the plant process MBAs decided to run the system at higher temperatures and pressures ?

5) Why do you refuse to post photographs ?

Agree that it's very helpful if a photo of the "elbow" with a clear part stamp, such as size, material, company logo. etc.?

Obviously the elbow is already installed.
A Photo is not helpful in determining the OD, material, etc. ...etc.
The OP asks about the outside diameter of the elbow, nothing more.

Maybe the elbow is from Russia and was built to GOST dimensions.

Elbow specs are
90° , PN 25, Standard: GD 0221-238 , A: 762 , D: 529
Butt welded seamless piping: PN 25, DN 508 , StandardIN 17175-79

You've answered your own question. This looks like pipe made to DIN 17175-79 and bent into an elbow shape or made specifically to fit DIN sized pipe.

Hence not an B16.5 elbow.

I can't find a dimension chart for DIN 17195 pipe though.

It's high temperature boiler tube.

Looks like a "special" to me.
