Elec. Service Equipment Old/Rusting - Replace? 1

Working on 4 unit multi-family complex where the inspector has raised concerns about the exist. elec. service equipment. The meter centers and main disconnects are rusting to the point where he feels they might not properly function, perform their interrupt function etc.

I'm unsure at what point it makes sense to upgrade the electrical infrastructure of an existing building.

The inspector gets the last word. If they are concerned, it's probably time to think about replacement. "Electrical infrastructure" is pretty vague. Copper wiring should be fine. Receptacles can be evaluated by a quick inspection. Outdoor meter centers and switches would be the main concern. 50-year old molded case circuit breakers (which are non-maintainable by definition) are probably due for replacement, although there are a lot of them out there.
