Does anyone have formulae for calculating the electric and magnetic fields below a three phase double circuit towerline(i.e. a line supported by pylons)?

I'd suggest a power system text such as Elements of Power Systems Analysis by Stevenson. The equations get a little complicated for three-phase systems.

Chapters dealing with Transmission Lines

Traditional power systems books cover transmission line parameters, e.g. capacitance, inductance, impedance, transmission line parameters, etc. However, they do not cover electromagnetic fields very well.

2. William H. Hyat, Jr., Engineering Electromagnetics, Second Edition, McGraw-Hill Book Company, 1967

Books on electromagnetism provide all what is needed to find out electric and magnetic fields emanating from the transmission lines.
