Does anyone have any recommendations on a Electric Power Systems Textbook that covers the basics/fundamentals and is technical and up to date?

The Westinghouse or now ABB Transmission and Distribution book is really good. When you say up to date though, there aren't really that many books that are for electronic relaying (which still uses a lot of the same principles 99%+ as mechanical relaying).

The only books I know of that are written with electronic relaying in mind are:
