Electrical Cabinet Rating Plate - Europe

The kVA of an Electrical Cabinet must be shown on the rating plate. The kVA is calculated based on the electrical loads, taking into consideration power factor and efficiency of each.
Does anyone know if the kVA value to be shown on the nameplate has to take into consideration motor starting currents or not? (Based on their sequence of start-up).
This rating plate value will be used by the person sizing the upstream transformer, therefore it is important to know what he believes this rating plate value means, i.e., does it include starting current consideration or not?
Is there a European Standard that defines this?

As you have rightly pointed out the rating plate should indicate the KVA rating based on the connected load only. Its upto the person designing the transformer rating to find out the KVA considering motors connected and their starting current.
