Can somebody please tell me good book on electrical distribution system design for distribution substations, distribution lines, and also rural electrification system design?

I believe there are guides available for REA designs in the US. They are all government documents.

But he is correct the REA design guides are under U.S. DEPARTMENT OF AGRICULTURE.
 
There is the IEEE "Red Book", IEEE 141 Electric Power Distribution for Industrial Plants

There are about 6 or 7 other other "color" books on different aspects of industrial and commercial power systems, ranging from generation to distribution to protection. Most are still available - although the current trend is to consolidate information into a couple of "dot" standards in the 3000-series. (i.e. look up IEEE 3001.1, 3001.2, 3003.1, etc.).
 
For electrical distribution system design, consider the book "Electricity Distribution Network Design" by Erkki Lakervi and E. J. Holmes.
